The County Child Care Coordination (4C) Program currently pays her childcare provider $175.00 per week to baby sit two of her kids. The FIA also provide Vanita with a $500.00 a year allowance for car repairs. Vanita does not think she is doing anything wrong because she does not receive a welfare check every month. I think the assistance she is receiving is the same as welfare and she is abusing her privileges. In this paper I will look at the history of welfare, I will share my interview of three ladies that are now apart of the welfare program and see what they are doing to get off assistance. The purpose of this paper is to understand why welfare was every formed. Was welfare started as a way to help people that were in need or is this system that is designed to keep people depended on the government?
On October 29, 1929 the stock market crashed. The crash caused everyone to panic through out the economy. The stock market crash caused banks to fail, and businesses to close. Millions were out of work. “When the Great Depression began, about 18 million elderly, disabled, and single mothers with children already lived at a bare subsistence level in the United States.” State and local governments together with private charities helped these people in their time of need. By 1933 another 13 million Americans was unemployed. After a while state and local government and charities could no longer provide the minimum help people needed. Food riots broke out. Husbands and fathers started deserting their families. Homeless families in cities lived in public parks. Grace Abbott, head of the federal Children’s Bureau, reported “in the spring of 1933,
