Many of the rivers run from state to state which creates a problem. The law for a state only applies to the section of river that runs through it. Certain states or cities get around laws by buying or trading for water. Another problem is the demands for the water supply. Farmers want it to irrigate, industry wants it, commerce, and the supply of people in that area need it. Also resident’s conflicts get more complicated when industries want to tap into the water supply up stream. Laws and regulations have recently been passed to protect streams and the life in them. The legal right to in stream flow-the right of water to stay in its own bed-is designed to support fisheries, endangered species, and recreation. Faced with new restrictions, cities are turning to conservation. Even New York City has become more aggressive lately in pushing conservation. But I think that Tucson, Arizona should be followed in their methods of conservation.
