Beuocracy In 1935 Carl Friedrich, an immigrant from Germany wrote, “To be an American citizen is and ideal, while to be a Frenchman is a fact.” Friedrich points out that, in most of the world, citizenship is based on race or ethnicity. Which means that if you are not the appropriate race or ethnic group, you may not be able to become a citizen even if you were born and have lived in the country your whole life. Socialism had been the major competitor of liberal ideology for most of the twentieth century. It is a philosophy that supports government ownership and operation of the means of production as well as government determination of the level of social and economical benefits tat people receive. In the U.S. ethnic diversity is relatively greater than in any other countries, surprisingly numerous foreign observers have noted that a philosophical consensus in America that is much stronger that in the other countries.
