Whole civilization ruled by The Dissidents, the acting political authority of 20 people. Different interest groups try to appeal to the Dissidents for permission to do things that they think that would better the whole. However to be approved, the vote of the dissidents must be unanimous. Their Ideology is whatever most suits the well being of the people at that time. Interest groups do all the action and the Dissidents give the power to those whose ideas they think are commendable. If the interest group is doing things that are not good for the population, the Dissidents can discontinue their actions. Every 10 years, randomly selected people from the interest groups replace the current dissidents. Every interest group grows or shrinks in number due to fluctuations in the total population. People can also join and quit interest groups as they wish, but if they are chosen to be a Dissident, they must act in office for the full 10-year term. All laws are created and maintained by the dissidents, as suggested by the interest groups. The Kiyo, an elite team of warriors that also enforce the law, protect both the interest groups and the dissidents from rebels and terrorists.
