Electoral College The Electoral College The Electoral College system for electing a President and Vice President was created as a compromise. The framers of the Constitution wanted the people to have a vote so they decided not to let Congress choose the President. Since the southern states did not have as many voters as the northern states, they had a harder time electing candidates that would be sympathetic to their views on the issues. The Constitutional Convention delegates from the southern states wouldn’t agree on a popular vote because slaves could not vote. So under the Electoral College system, the voters in a presidential election actually vote for electors. Each state is assigned as many electors as it has senators and representatives in Congress but no state has fewer than three electoral votes. The state’s electors are chosen either by popular vote or by the state legislature. This depends on the state law. They are always chosen early in a presidential election year. As stated in the Constitution senators, representatives, and other people “holding an office of trust of profit under the United States” cannot serve as an elector.
